About Luis Sánchez
Born in Midland’s Southside, Luis D. Sánchez, is a first generation American and was born and raised in Midland, Texas. Luis Attended Midland Public school from Pre-K until graduation. After graduation, he earned an associate degree from Midland College, bachelor’s from Texas Tech University and a master’s degree from the University of Texas of the Permian Basin (UTPB).
His parents come from the city of Ojinaga, Chihuahua, Mexico. Luis is from a hard-working family with a long history of working in the oil and gas fields of West Texas. Luis’ numerous accomplishments as a County Commissioner include the redesign of the two Midland County Public Libraries, Reconstruction of rural county roads within his Precinct to the tune of about $50 million dollars, community-led initiatives, public safety improvements, and several rural initiatives to build community and increase county services. Luis championed the successful passage of a Colonia Grant through the Texas Department of Agriculture to map out colonias in Midland County to build on-site septic facilities (OSSF) for low-income families...
On the state level, Luis was trained through the Commissioners Court Leadership Academy through the Texas A&M AgriLife Extension Service, along with the V.G. Young Institute of County Government. This leadership academy allowed Luis to be part of a group of various County Commissioners throughout the state of Texas. Luis was also honored for his completion of the Commissioners Court Advanced Curriculum through the County Judges and Commissioners Association of Texas (CJCAT).
On the national level, Luis served as the Chair of the Agriculture & Rural Affairs Steering Committee for the National Association of Counties (NACO), representing 2,350 counties within its membership. While on the board, Luis worked along with fellow Commissioners and Supervisors to communicate the Associations concerns regarding the Farm Bill to senior members of the Obama Administration and Congressional officials. Luis is still currently serving on the Agriculture & Rural Affairs Steering committee as a vice-chair.
Luis is also an active member of the National Association of Hispanic County Officials (NAHCO) where he was elected as the vice-president in 2023 for the Association. NAHCO serves to encourage Hispanic county officials to participate in a united national effort, advocating for the communities they serve and strengthen their political effect.
Mr. Sánchez has been an active member of the Midland community. He is a founding member of Educate Midland, an organization committed to helping students, educators, and parents of the Permian Basin plan through community partnerships. Luis has also served as president of the Hispanic Cultural Center, which exists to preserve Hispanic culture, promote cultural awareness, and enrich the lives students by enhancing academic proficiency through education in the arts. Luis is also a long-time member of the Midland Community Development Corporation which works to rebuild the Midland community by providing financing and education to small businesses and first-time home buyers in the low-income areas of Midland. He has served as a leader for the “SEARCH for Christian Maturity” leader for the Catholic Diocese of San Angelo for the past 25 years. This retreat program empowers high school aged youth to discover Christ in their everyday living and prepares them for future growth within the Catholic church as Missionaries, religious and faith leaders.
Accomplishments Achieved for Midland County
✓ Successful passage of the redesign of the Midland County Public Libraries.
✓ Successful passage of over $30 million in road projects throughout Precinct 3.
✓ Successful passage of a $100,000 property tax exemption for Veterans and residents over 65.
✓ Successful passage of a Colonia Grant through the Texas Department of Agriculture to build septic tanks for low to moderate income families.
✓ Voted for a pay increase for the Midland County Sheriff's Law Enforcement 15% for Fiscal year 2023.
✓ Currently leading the county through a federal grant from the USDA Natural Resources Conservation Service (NRCS) to secure funding for future development of Midland County, south of Interstate 20.
✓ Currently awarded the "Safe Streets for All (SS4A)" Federal planning grant to help prevent roadway deaths and serious injuries in Midland County Precinct 3.
✓ Currently spearheading the new Hike and Bike Trail at the Midland County Horseshoe property.
✓ Voted consistently for the lowest County property tax rate in the State of Texas.
✓ Selected by his peers at the national level as Chair for Agriculture and Rural Affairs for 3 years through the National Association of Counties.
